Steamboat Legacy Scholarship (ESA) Families
Wyoming's Steamboat Legacy Scholarship program is active for the 2026-27 school year and provides $7,000 per eligible student for 2026-27, deposited quarterly. Program details and applications are handled by the Wyoming Department of Education.
- ESA funds may be used for qualified education expenses under W.S. 21-2-904 — tuition, curriculum, tutoring, test-prep courses, and educational technology among them.
- Learning devices are their own purchase. A device is a qualified expense category under the statute, priced and purchased as a separate item — never bundled into tuition, never given as a freebie or enrollment perk.
- Extras are quoted separately (tutoring, test prep, specialty electives), and only with your approval.
- ESA payments run through the state's Odyssey platform. We're completing our registration as an education service provider in the Odyssey Marketplace; once approved, ESA payments for our services are processed through Odyssey after services are provided.
One thing we don't do, on purpose: Wyoming's ESA rules don't allow providers to give ESA families discounts, rebates, gifts, or any other financial perk, and any refund owed goes back to the student's ESA account — never to a parent. So our prices are simply our prices, posted in plain sight. Families using Steamboat Legacy funds must follow the ESA Family Handbook. That's a program requirement, not ours, and we'll help you stay on the right side of it.
Private (Non-ESA) Families

Private-pay tuition is $7,000 per academic year, same as above.
Multi-student household discounts — private-pay tuition only:
- 20% off tuition for your second student
- 15% off tuition for your third student
- 5% off tuition for each additional student after that
We'll walk you through the full discount breakdown during onboarding. (These discounts apply to private-pay tuition only — ESA program rules don't permit discounts or incentives tied to scholarship funds, so ESA-funded tuition is never discounted.)

Compliance — The Part That Keeps Everybody Safe
We take Wyoming law seriously so your child's education actually counts.
- Wyoming homeschool law (W.S. 21-4-101): Wyoming requires a home-based educational program to provide a basic academic educational program with a sequentially progressive curriculum of fundamental instruction in the required subjects: reading, writing, mathematics, civics, history, literature, and science. Our curriculum is built to those subject requirements, and our platform tags each unit to the Wyoming academic standard it teaches, so you can see the alignment yourself.
- Curriculum submission to your district is no longer required. Under HB 46 (2025), effective July 1, 2025, Wyoming homeschool families no longer submit their curriculum annually to the local school board. If you read that requirement on an older website, it's out-of-date law.
- Every academic year must count. We structure the program so each year is a complete, documented year of instruction, meeting the academic-year requirements. No gaps, no lost years.
- Assessments — two different tracks, and we keep them straight. Wyoming homeschool law itself requires no testing. The ESA program is different: ESA students take an annual statewide or nationally norm-referenced assessment, and we can support families in choosing from the WDE-approved assessment options.
- Steamboat Legacy families must follow the ESA Family Handbook. Continued enrollment in Elise's Elected Education is contingent on complying with all Steamboat Legacy Scholarship requirements. If the handbook requires it, we follow it, and we ask the same of enrolled families.
- We operate independently of the state, the federal government, and public school districts.
